联合国教科文组织终身学习所所长第五届“6•18”闽台社会治理创新智库论坛视频致辞
2018年6月19日，由“6•18”协同创新院社会创新分院和沙县人民政府、古田县人民政府共同主办的第五届“6•18”闽台社会治理创新智库论坛，在福州海峡国际会展中心举行。此次论坛紧紧围绕“共推乡村振兴，共创美好生活”主题和“共创乡村优质幼儿园、共建乡村乐龄学堂、共塑新型职业农民”三个议题开展。
全球最大最权威最有影响力的联合国教科文组织，来自德国汉堡终身学习研究所所长大卫•阿特克瑞纳的贺词，给社会创新分院和福建省全民终身教育促进会坚持20年创新终身教育工作的高度认可和肯定，鼓励与鞭策，更坚定了致力从事终身教育伟大事业的信心。

尊敬的秘书长，尊敬的来宾，女士和先生们，
我谨代表位于德国汉堡的联合国教科文组织终身学习研究所，向你们致以最亲切的问候。恭祝福建终身教育促进会成立10周年，你们在推行终身学习方面所取得的成就令人赞赏。你们所推动出台的«福建省终身教育促进条例»是中国终身学习教育立法界的盛事，并鼓舞着全世界范围内那些为改善终身学习准入和参与渠道的人们为建立基础框架而努力。
你们致力于推动终身学习的举动，还体现在创办终身教育杂志上，这是中国在终身学习领域发行的第一本杂志。自2003年创刊以来，杂志就以关注中国和世界范围内的知名专家的研究为特色，并成为了终身学习理论发展的重要平台。
而且，迄今为止，你们的促进会还在福建省倡导并组织了一系列推行终身学习的活动，这些活动满足了所有公民的需求，特别是弱势群体的需求。因此，我在此回顾这些成就并畅想未来的愿景。虽然我无法和你们一起参与活动，我却和你们拥有一样的信念，终身学习是维护个人尊严的必要手段，而学习是可持续发展的必然途径。这一信念从来没有像现在这样强烈。全世界范围内正在发生深刻的变化，而同样产生的，还有许多挑战。要应对这些挑战，社会各界必须兼容并蓄并投身于学习。
终身学习对于推进联合国可持续发展目标的重要性是被人们所广泛认可的。基于此，诞生了许多展现人们如何策略性地推进全民终身学习发展的创举。我提请你们坚定你们的信念，加倍努力，并联合有关各方的力量，将学习放在重中之重的位置，以确保社会各界的可持续性发展。
最后，我要感谢所有致力于培育终身学习文化的人士。我预祝促进会取得愈来愈大的成就。

Video script: Congratulations on the 10-year anniversary of the Fujian Institute of
Lifelong Education in China

Dear Secretary-General,
Distinguished Guests, Ladies and Gentlemen,
On behalf of the UNESCO Institute for Lifelong Learning in Hamburg, Germany, I extend my
warmest greetings.
I would like to congratulate you on the 10-year anniversary of the Fujian Institute of Lifelong
Education and commend you for the achievements that you have made in implementing lifelong
learning.
Your efforts to advance the Fujian Provincial Lifelong Education Promotional Regulations is a
highlight of lifelong learning legislation in China, and has inspired global practice in establishing
legislative frameworks to enhance access to and participation in lifelong learning.
Your commitment to promoting lifelong learning is also reflected in the Journal of Lifelong
Education, the first-ever journal in the field of lifelong learning in China. Since its first issue in
2003, the journal has featured the research of well-known education experts in China and
overseas, and has served as an important platform for theory development in lifelong learning.
To date, your institute has also championed and organized a wide variety of activities in
implementing lifelong learning in both urban and rural areas of Fujian province, which has met
the learning needs of all citizens, in particular those from vulnerable groups.
I would therefore like to reflect on these achievements and envision a way forward. Although I
was unable to join you personally, I know we share the same conviction: that lifelong learning is
essential for individual dignity, and that learning is the surest path to sustainable development.
This conviction has never been so urgent. Profound changes are taking place around the world –
and, with them, many challenges. To meet these challenges, societies must be inclusive and
embrace learning.
The importance of lifelong learning to advance the UN Sustainable Development Goals is widely
recognized. This has resulted in a broad range of initiatives that demonstrate strategic ways of
promoting lifelong learning for all. I ask you to reinforce your commitment to contributing to these
endeavours, and to make a collective effort with all stakeholders to place learning at the heart of
your work to ensure the sustainable development of all societies.
To conclude, I would like to express my gratitude to everyone who has committed themselves to
developing a culture of lifelong learning. I wish your institute continued success in the future.
