2020年是不平凡的一年。突如其来的新冠肺炎疫情带给我们巨大的损失，也极大地考验了我们的思想和理念，锻炼了我们的决心和意志。在前所未有的疫情风雨中，我们依然取得了阶段性胜利，同时也迎来了《福建省终身教育促进条例》颁布15周年和《终身教育》杂志发行100期的大喜日子。
在17年前——2003年的福建省“两会”上，福建省人大代表创新性地在大陆地区首次提议进行终身教育立法；立法议案旋即由福建南平代表团陈宜安等十多位代表签署提交。当年，福建省人大常委会审时度势，顺应终身教育的世界潮流和福建省文化传统和社会发展的大势，高瞻远瞩地将这一立法提案列入了省人大常委会的五年立法规划，并正式发文，委托当时的“福建师范大学终身教育发展研究中心”陈宜安等专家学者先行开展立法调研和起草草案稿的工作；专家学者们在开展实地调研的同时，也邀请福建、北京、上海、台湾等全国各地的二十多位著名教育专家聚集福州，举行了立法的开题研讨会。在研讨会上以及之后的通讯往来、学术会议中，大陆和台港澳著名专家学者纷纷献计献策，为2005年福建省终身教育立法的成功奠定了理论和实践基础，也创造性地开辟了闽台专家学者两岸合作的新平台，深化了两岸的人文交流。
2003年，《终身教育》杂志与终身教育立法调研几乎同时起步。首先是为了传播终身教育基本理念，加力全国的教育改革，同时也是为了服务于福建省终身教育立法的理论研讨和实践探索，展示国内外学者对终身教育立法的真知灼见，凝聚更多国内外专家学者的智慧，促进终身教育事业的发展。这就是《终身教育》杂志创办者的初心。从此，《终身教育》杂志就一直伴随着《福建省终身教育促进条例》的立法及实施过程，见证了立法中的调查、研讨，也见证了立法的成功和十几年来的实施，成为国内外终身教育研究的重要专业平台和展现福建省终身教育事业发展的重要窗口，产生了广泛的影响。
《终身教育》杂志也伴随着她的读者和作者一起成长。编者的努力、作者的心血、读者的参与和鼓励，是《终身教育》不断发展的基本动力。从“内部资料”内部发行到获得“准印证”阶段再到获得刊号国内外公开发行，从季刊到双月刊再到月刊，每年发行数量不断增多、内容不断丰富，紧紧把握时代脉搏，坚持正确的舆论导向，质量不断提升，一步步都得到了广大读者和作者越来越多的支持和帮助。
在此《终身教育》杂志发行百期和《福建省终身教育促进条例》颁布15周年之际，我们特举办征文活动，不论你是多年来一直陪伴它们成长发展、需要表达对它们的深深情愫，还是刚刚与它们相识不久，对它们的未来有着深深的期待，都可以参与进来，展示你的心声和才华！优秀作品将在《终身教育》杂志刊发并结集发行。
征文内容提示：
一、我与《终身教育》、我与终身教育立法，回忆相识、相知、参与的情感故事；
二、相伴相随：一本杂志和一项事业；一项立法与一个社会组织(福建省全民终身教育促进会)，回顾和介绍福建终身教育各项实践活动的经典事件；
三、回顾与总结：《终身教育》杂志的成长经历、终身教育立法及实施的经验教训；
四、终身教育立法与《终身教育》杂志的理论研究、世界动向；
五、期待与展望：关于《终身教育》杂志与终身教育立法的未来规划与前景。
征文对象：国内外读者、作者及其他人士，国内外专家学者。
征文体裁：以散文表达、研究论文为主，也接纳诗词、绘画、书法等创新作品等。

In Celebration of the 15th Anniversary of the Publication of Fujian Provincial Lifelong Education Promotion Regulations and the Rollout of the 100th Issue of the Journal of Lifelong Education
Call for Papers
The year of 2020 is an eventful year. The unexpected disaster of the COVID-19 pandemic takes a great toll on our lives, chastening our mind and ideas and steeling our determination and volition. In the unprecidented pandemic, we have made phased achievements and are now to welcome the 15th anniversary of the publication of Fujian Provincial Lifelong Education Promotion Regulations and the Rollout of the 100th Issue of the Journal of Lifelong Education.
17 years ago, during the NPC and CPPCC sessions in Fujian province in 2003, the deputy member of Fujian Provincial People’s Congress proposed the innovative idea of the lifelong education legislation for the first time, which was signed and submitted by over 10 representatives including Chen Yi-an from Nanping Deputation. That year, the Standing Committee of Fujian Provincial People’s Congress sized up the global tide of lifelong education and the developing trend of cultural traditions and the social conditions in Fujian province, and decided to list this proposal on the five-year legislation plan. Therefore, they issued an official document and authorized Chen Yi-an and relevant experts from “Lifelong Education Development Research Center of Fujian Normal University” with the legislation survey and regulation drafting. Those experts then invited over 20 well-known educators from Fujian, Beijing, Shanghai and Taiwan to Fuzhou to hold a semiar to discuss about the legislation. In that seminar and the following exchanges, domestic and international experts contributed their wisdoms and insights to it, laying a foundation of theories and practices for the success of the lifelong education legislation in Fujian province, and creating a new platform for cross-straits cooperation between Fujian and Taiwan, which deepens cultural communication between both sides of the Taiwan Straits.
In 2003, the Journal of Lifelong Education and the survey on it almost started simultaneously. Our original aspiration is to communicate the basic concepts of lifelong education, to step up the nationwide educational reform, to serve the theoretical discussion and practical exploration on lifelong education legislation in Fujian province, to showcase the insightful opinions of experts on lifelong education legislation from home and abroad, to pool the wisdoms of experts and to shore up the development of lifelong education. From then on, the Journal of Lifelong Education began to exert a widespread influence by witnessing the legislation and implementation of Fujian Provincial Lifelong Education Promotion Regulations, the surveys and discussions launched during the process, and its achievements. It also forms a professional platform of international lifelong educational research and an important window to lifelong education development in Fujian province.
The Journal of Lifelong Education is also a companion for her readers and authors. The efforts of editors, the contributions of authors, and the participation and encouragement of readers, are always driving us forward. Once an internal document, it was first granted the permit to print, and then the CN number for domestic and international publication. Once a quarterly magazine, it developed into a bimonthly one, and then a monthly one. Every year, the amount of circulation is growing while its content is enriching. We follow closely with the trend of times, adhere to the correct guidance of public opinions, and constantly self-improve, thus gradually reaping more supports and aids from the vast majority of readers and authors.
In the occasion of the 100th issue of the Journal of Lifelong Education and the 15th anniversary of the publication of Fujian Provincial Lifelong Education Promotion Regulations, we call for papers from you. Whether you are their loyal companion who feels like to tell about your deep emotions or a new friend who embraces great expectation for them, you can always join in to show your minds and talents! The outstanding papers will be published in the Journal of Lifelong Education and included in an anthology.
Requirements for Papers:
1. The personal story of you with the Journal of Lifelong Education or Fujian Provincial Lifelong Education Promotion Regulations, and you memories about it;
2. The story of our growth: One journal and a social undertaking; one legislation and one social organization (Fujian Institute for Lifelong Education) – reviewing and introducing the significant events during the practices of lifelong education in Fujian province;
3. Review and summarization: the growing experience of the Journal of Lifelong Education, the legislation of lifelong education, the lessons learned during the implementation of the lifelong education law;
4. The legislation of lifelong education, the theoretical research of the Journal of Lifelong Education and the global tide;
5. Expectation and Outlook: the future plans and prospects of the Journal of Lifelong Education and the legislation of Lifelong Education.
Solicitation Scope: Relevant people like readers, writers and experts from home and abroad
Genres: We welcome essays and papers, and also accept poems, paintings, calligraphy works and other innovative forms.
